ANCAP and Euro NCAP signed a Memorandum of Understanding making future ties and collaborations closer into the future.
ANCAP recently celebrated its 30th birthday, being created in the early 1990s. It was the second New Car Assessment Program (NCAP) in the world after the United States, and in the late 1990’s signed the first MOU with Euro Ncap to assist with the alignment of test protocols and results.
The renewal of the ties between ANCAP and Euro NCAP means shared testing criteria so that a vehicle under both regimes is conducted under the same circumstances. Conveniently, it means that a vehicle tested by either organisation will get a result that is recognised by both. A 5-star rating in Europe also stands in Australia, and vice versa.

The advancements have ensured that new cars in Europe and Australia are among the safest in the world. Although different from the American system, both have resulted in the inclusion of ABS, AEB, airbags, and stability control to be included as standard in modern cars. As the criteria have evolved, Active Cruise Control and Lane Centering have been added.
Gay Car News has previously reported that some countries do not require such safety regulations, and vehicles sold there need not include airbags and ABS, or any other safety elements. The notion that legislation is not necessary to improve safety is a nonsense.

History is littered with instances of engineering and procedural failures that have caused injury to the public. We are still dealing with the fallout from the TAKATA Airbag debacle. Many of those case have resulted in changes to legislation to prevent the same thing happen again. Air crashes often result in new procedures, and laws reflect government desire to regulate advancement. When corporations are left to regulate themselves, profit comes first. Organisations like ANCAP ensure safety comes first.
“It is my honour to be in Australia today to sign this MOU between Euro NCAP and ANCAP that is a strong reminder of the importance of the relationship that these two organisations have forged so far,” said Euro NCAP Chair, Niels Ebbe Jacobsen.
“This collaboration is a strong alliance that has further inspired global safety standards and, it is important that we continue to push forward this shared mission in Europe, Australia, New Zealand and beyond. Looking forward, this MOU will assist us in meeting the challenges of technological advancements as well as enable us to work together more efficiently to meet the demands of our consumers.”
“I congratulate ANCAP on reaching the important milestone of their 30th Anniversary, which underscores their long history and commitment to safety. May this relationship long continue,” said Mr Jacobsen.
“Euro NCAP and ANCAP first entered an MOU with Euro NCAP back in 1999, and since then, ANCAP’s ability to influence vehicle safety specification and encourage vehicle manufacturers to improve the level of passive and active safety provided in new cars sold in Australia and New Zealand has been assisted significantly,” said ANCAP Chair, Andy Cornish.
“Our relationship over the decades has remained very strong, and I am pleased to be able further cement this collaboration through the updating of this MOU.”
“The MOU underscores our shared commitment – our shared mission – to improve the safety of new vehicles for consumers and fleet operators now and into the future,” said Mr Cornish.
The 2023 MOU was signed by Euro NCAP President, Niels Ebbe Jacobsen and ANCAP Chair, Andy Cornish, during the 30th Anniversary Commemorative event at Crashlab, Sydney on Wednesday 22 November 2023.
